If the Government do not wish to give a definition of unprovoked aggression - and I understand that the present Government, like previous Governments, have taken the view that that is a phrase which it is impossible fully and adequately to define - at any rate will they tell us that the terms of this undertaking do not amount to an honourable commitment which would be held, in Any Future International Crisis, to fetter in any degree the judgment of Parliament as to whether any particular action by Germany amounted to unprovoked aggression?
