This is not Any New Crisis which has come along.

For this reason, the whole infrastructure built up over several years by the donor community - led by the USA and the UK - has been dismantled and is now in no position to help in Any New Crisis.

We will have no confidence that the old arrangements in their new clothes will be able to anticipate, let alone respond, to Any New Crisis.
