Does he agree that, because of the rising tension and Crisis in the Area, the donor countries should make a long-term commitment to prevent further attempts at genocide there?

Mr. Heald: To ask the Secretary of State for Health, pursuant to his answer of 1 November 2001, Official Report, column 817W, on mental health services, by what means he intends to assess whether he has reached his target that by 2004 no out of Area Crisis mental health admissions which are not clinically indicated take place.
I am sure that no one in your Lordships' House underestimates the seriousness of the Crisis in the Area at present.
The issue of the prisoners remains emotive for all concerned - Israeli, Lebanese and Palestinian - and it is at the very heart of the current Crisis in the Area.
It is because we have not been providing those services year-in and year-out that we are confronted by something of a Crisis in This Area.
However, the experience on the ground is that there is a Crisis in This Whole Area.
I welcome the fact that the noble Baroness has tabled this amendment; I am not quite sure it is the precise solution, but I hope we find ways to come back to the serious ongoing debate that the noble Lord, Lord Warner, has pointed to because there is a Crisis in This Area.
I recognise that this is a political debate with a Foreign Office lead, but does my hon. Friend not agree that there is still a huge humanitarian Crisis in the Area too?
There are those who do not wish to have anything to do with carbon reduction because they deny that there is a Crisis in This Area.
More than £500,000 was required to be spent on Crisis in Our Area, so will the Minister confirm that, through the various reforms, his Department plans to make that nil from the year 2015-16?
