I saw this problem at close hand during the Bcci Crisis, and I remember one meeting involving the Bank of England, Treasury officials and the Chancellor at which we decided that we would, if we had to, guarantee the liabilities of the major banks - there was a cut-off point in relation to the smaller ones.
