My right hon. Friend has already told the House that it is not only the way recruiting is going, and that is satisfactory, But the Berlin Crisis, and the subsequent mounting of international tension, coming as it does at a period when we may be in difficulties over manpower, which have made necessary the measures proposed in this Bill.
