I do not want to go over the previous Government's failures, but they bequeathed to the new Government a legacy of a Chaotic and Fragmented Internal Market and a Chronic Funding Crisis leading to intense demoralisation in colleges throughout the country, which in turn led to disastrous industrial relations in many colleges.
