He seemed to think that while a Select Com-mittee was deliberating whatever the Crisis in a Nationalised Industry might be, the Minister responsible should not act because that would inhibit the Select Committee's examination.

I see the Bill as recognising the place of a great industry and its problems and the social responsibilities which fall upon any Government, whatever their political complexion, when faced with a Crisis in a Nationalised Industry.
