We regret that in this great Crisis in National Affairs the Government should now be proposing to waste 1931 as they have wasted 1929 and 1930, by proposing to occupy the time of Parliament with proposals which, on the confession of their authors, can produce no revenue for two years; which are, as I will try to show, unnecessary; which are ill-adapted for their professed purpose, and which are undoubtedly unsettling the trade and commerce of the country.
