It is too melodramatic to talk in terms of a Crisis in Our Political Culture, but it is realistic to acknowledge that there is a malaise and a widespread disaffection from our politics, and a widespread view that elections are determined by small numbers of voters in small numbers of constituencies, and therefore that large numbers of votes are wasted.
