Of course, in reality, the Government are reacting to a severe underfunding Crisis in South Glamorgan - underfunding to the extent of £7·5 million.

It involves genuine cuts, which have already been announced, and have created the same sort of Crisis in South Glamorgan that my hon. Friend the Member for Bridgend (Mr. Griffiths) mentioned have arisen in respect of education cutbacks in Mid-Glamorgan.
