The House has listened in vain for some sign from the Secretary of State that he understands that the problems of London and Liverpool are not peculiar to two ports but are two examples of a most Serious Docks Industry Crisis.

However, I believe that a far greater reason for the Crisis in the Dock Industry is overmanning, greed and restrictive practices.
