Parliament has sat only for about a month; on both sides of the House there has been but one anxious desire to veil the weakness of the Government, if, unhappily, they are weak; and yet at a most important Crisis in the History and Fortunes of this country Her Majesty's Government have so skilfully managed their affairs that they have secured for themselves a startling defeat in both Houses of Parliament.
