In the case of the locust Crisis in the Horn of Africa, why does not the Minister immediately get on to the Ministry of Defence and ask about the technical feasibility of getting our light aircraft there?

Apart from the Crisis in the Horn of Africa, there are crises in countries such as Angola and Mozambique.

It is certainly not forgotten by the British people, who are responding generously and will no doubt respond even more generously to the Crisis in the Horn.

May we have a debate on the Crisis in the Horn of Africa, looking particularly at the work done by the Department for International Development?

The Prime Minister will no doubt be aware of a report from international aid agencies this morning saying how the Crisis in the Horn of Africa was made worse by the delay in the international community responding.

This debate is of course about Somalia, but it is noticeable and concerning that many features that are described as contributing to the potential crisis in the Sahel are similar to those that we heard about a couple of years ago in relation to the Crisis in the Horn of Africa.

We are championing the case for more effective resilience and humanitarian reform, especially in the light of the recent Crisis in the Horn of Africa, about which many colleagues have spoken.

There has been a Crisis in the Horn of Africa over the last couple of years when food prices rose by 70%, so I hope that the debate spurs the Government on to regulating and calling for proper position limits as the Us Administration have done on food prices.
