My Lords, does my noble friend not agree that these thoughts from such a distinguished international public servant, reflected as they were in an excellent article yesterday in the Financial Times by the Secretary-General himself, indicate a major Crisis in the International Community; that a large part of the international community is exasperated by what it sees as the arrogance of the great powers, even to the point of using the UN as a subcontractor; and that if we are to achieve effective reform of the UN, which is so desperately needed not least for the security of the United States in the future, we have to rebuild a sense of genuine partnership between north, south, east and west so that there is maximum stakeholding in the policies that are being evolved?
