Can it be that he thinks that if he puts forward his power of initiation of legislation under this "paramount" Clause, it would precipitate a Crisis in the Island Which, if it were thoroughly explored and ventilated before the public of Ceylon, might show to the people of Ceylon that their State councillors were not their true servants?
