When this Government took office at the end of 1951, there was a shortage of food and a grave Crisis in the National Balance of payments, and although my colleagues and I came into power with the firm intention to free the economy, restore liberty and encourage private enterprise, it was impossible in the circumstances existing at that time to proceed as rapidly as we would have wished.
