My Lords, perhaps I may be the first to congratulate the noble Baroness, Lady Linklater, on drawing attention to one of the less visible, but, nevertheless, highly relevant, aspects of the current Crisis in the Penal System.

My noble friend Lord Windlesham was right to refer to the Crisis in the Penal System.
