The noble Earl said that if in the Crisis of a Negotiation You censure the language your Representative holds, or the principles which he is understood to have laid down, such a course is mischievous; but I go further, and say that there are cases where manifestly it is for the interest of the country that no indication should be given at any particular stage of the negotiation of the steps which it is proposed to take in the subsequent negotiations.
