It was not the Crisis of An Invasion Which was to lead to a long and protracted war, such as that which occurred in Spain, attended with all the sufferings and miseries which were always inflicted upon a country in the occupation of an enemy; but Parliament had to provide such means as that, if the attempt at invasion of our shores were for one moment successful, the invading force should be instantly met and crushed by an efficient and disciplined Army.
