If the Prime Minister had told us that the absence of his colleagues was due to an important Cabinet meeting necessitating the attendance of all his colleagues; if the right hon. Gentleman had told us that some Crisis of An Urgent Character had arisen which required all the Members of the Cabinet to be present, that might have been a good reason for the Cabinet being summoned while this debate was proceeding, but that is not what the Prime Minister has said.
