As one who takes a particular interest in this side of life, I have been tremendously impressed with the fact that, even with our very small Regular Army, during the last four years, till the last few months, we saw that the Regular Army was becoming so weak through lack of recruits in the face of the rising totalitarian States that but for the Crisis of Last September We might almost say we should have found it almost impossible to keep up the overseas battalions by this time this year.
