I am sure that I shall take every hon. Member with me when I say that if we have to reduce the length of prison sentences by legislative means, properly, openly and above board as we should, and if Parliament takes that decision, how much more sensible it would be for us to take it now, when we can do it in a measured, considered, objective and unhurried manner, than to have to take it, as the Home Secretary is implying he might have to take,in response to a specific Crisis of Overcrowding Or the Sudden Deterioration and taking out of commission of a prison such as Brixton, Pentonville or Oxford, which are on the list of those that are at risk of falling down at any moment, as the Home Secretary has admitted.
