He now came to the circumstances under which this Bill had been subjected to the severe trials of the last autumn; and he thought it his duty to point out to their Lordships, although it would be a subject for inquiry by 485 the Committee, that the commercial and financial Crisis of That Period was one, unfortunately, exceeding in its intensity any that had heretofore occurred.
