There were some questions which might he too much debated, especially when they affected our relations with other countries, or he might say with the whole civilized world, when their solution did not rest entirely in our own hands, and when their discussion could have no practical effect until some undesirable and unforeseen contingency—some Crisis of the Country—Should arise.
