The only thing which it is necessary or right that I should say in presenting this Estimate to the Committee is that, without considering any question of the merits or demerits of this unfortunate controversy—it would be out of place, and I think out of order, to do so—it is plainly the duty of whatever Government may be in office for the time being, to ensure the carrying on during the time of Crisis of the Essential Services of the country.
