I believe that in the coming years we can deal with international payments in the sterling area only if we advance to the United States the idea that we must in some way link the sterling and the dollar areas in some such Atlantic payments union which will give us a buffer, with a certain supply of dollars in addition to any gold reserves we have, and will enable us successfully to breast the waves of any Crisis of the Kind We have been facing repeatedly in this country over the last few years.
