Whenever there has been a Crisis of Any Type facing this nation, it has always been known that the solidarity of the trade union movement could be relied on and could be used in the best interests of the nation.

I submit that that is the very negation of democracy and that unless, when a great Crisis of This Type is upon us, the decisions of the Executive can be tempered by the pressure of public opinion, we are in very grave danger.

Will the Minister admit that the Overseas Development Administration is not structured to deal quickly and effectively with a Crisis of This Type; or is it simply the case that, once again, the Foreign Office has been following the United States approach, based on its cool relationship with Iran over the hostages?

Can we respond to a major Crisis of the Type identified by my right hon. Friend the Member for Pavilion?
