I doubt whether anything short of a complete reconstruction of our system in favour of a policy Cabinet, with its members free from departmental responsibilities and able to co-ordinate all the aspects of policy—the same reconstruction as my right hon. Friend the Member for Carnarvon Boroughs (Mr. Lloyd George) adopted in the Crisis of the War—Is going to get us out of our difficulty.
