The former part of the promise which many hon. Members had made to their constituents, on behalf of Government, had been redeemed honourably; and he was glad of this opportunity of thanking them, from the bottom of his heart, for the admirable manner in which, on the whole, they had conducted our foreign relations during the difficult and very perilous Crisis of the War Which had just been raging in Europe.
