I come now to the criticisms of the Government's way out of this Crisis of Their Own Making.

If the Government do not end their moratorium and the cuts, if they do not carefully examine some of the administrative decisions they are now taking in panic to try to cope with a Crisis of Their Own Making, more and more houses will stand empty, waiting lists will grow longer than they have been for many years, and within 12 months we shall face a housing crisis as bad as the one that we faced in 1945.
