I admit that we have come to a great Crisis in the Development of our country and the countries of 389 the world.

Therefore, even if there had been no drought, there would be a Development Crisis in Africa today.

We should, perhaps, rather talk of Africa and Latin America suffering a "Development Crisis", and not focus purely on debt in seeking the causes or the remedies of those countries' economic difficulties.
