I thought there was a feeling in the House this afternoon that the opening statement of the Leader of the Opposition was comprehensive, restrained and obviously couched in language which, as far as it could be framed, would not be unhelpful, but the Prime Minister at the outset of his speech did his very best, it seemed to me, to upset that spirit entirely and used terms which were not only unfair to the Opposition, in regard to such serious things as a Foreign Crisis like that which we are facing to-day, but insulting.

We cannot rely on Yeltsin - he may be seeking a Foreign Crisis to get him off a hook, but so may President Clinton.
If the noble Lord cares to read the House of Commons report on the use of Article 308, he will find that it applies to Foreign Crisis management, but is also applicable in this country and the European Union.
