Grade I buildings were those of such national and historical interest that there could be no question of their being destroyed except in the Gravest National Crisis or for some other overwhelming reason, whereas those buildings further down the list were regarded as those which should be preserved if possible but which would have to be removed if development of one sort or another was pressing.
