The radical remedy which those who represent these areas have advocated for many years, is the broad principle that the maintenance of the able-bodied poor should be a charge on the State and not on the locality, particularly in times of Great National and World Crisis, the result of which is the large army of poor, a result not due to any cause which is peculiar to an area but is due to a cause common to the whole nation.
