It was a fact that could not be disputed, that during the last eleven years there were in this country greater fluctuations in the rate 556 of interest than during any similar period before the passing of the Act; it was a fact that the greatest over-speculation ever entered into had been carried on since the passing of that Act; and it was a fact that the Greatest Monetary Crisis that had ever arisen in this country had happened under this Act.
