The point is that the Children's Commissioner for Wales is not a creature of the Assembly - it is completely independent - so the Huge Constitutional Crisis that Ministers seem to fear will not arise.

Although aspects of the public's confidence in this House and the conduct of its Members have been affected, I do not think that it is a Huge Constitutional Crisis.
