My right hon. and learned Friend the Attorney-General has managed to persuade the Treasury to buy the Crown prosecution service out of Its Recruitment Crisis, but that has been done mainly at the expense of the magistrates courts, and the arbitrators have now suggested that in future the backbone of the courts service must be the unqualified diploma holders.
