The Vedel Working Party said that it did not think this would advance the cause of parliamentary participation in Community decisions, particularly in legislative matters, and went on: "By Its Very Nature a Prolonged Institutional Crisis resulting from such a refusal"— a refusal to approve the budget— "would endanger the still precarious progress of Community activities and its outcome would not be attended by the success desired".
