I do not believe that in our present position, even as it was before the Latest Suez Crisis, we would be wise to give way too far in amending those Ottawa Agreements unless, at the same time, we have restored to us the weapon by which we can make good in other sections of our trade what we have to concede in order to hold the Commonwealth together.
