The re-introduction of this order is a confession that under Socialism there will be permanent inflation, a Permanent Crisis which can only be dealt with by restriction.

I would compromise with that and say that we have been in a position of Permanent Crisis for some years past.

We are facing a series of crises - a Permanent Crisis - which in all likelihood will last for the rest of our lives.

Temporary crises do not require Permanent Crisis Measures, but perhaps I am wrong and the Government believe that they have a permanent crisis on their hands.

That has been a constant theme, as shown by the Government of Ireland Act 1920, the Permanent Crisis atmosphere of the Stormont regime and even the Ireland Act 1949.

The management is in a state of Permanent Crisis.

After 60 years of generous Government subsidies, the farming industry has been in almost Permanent Crisis.

As a result, we now have an NHS that is in almost Permanent Crisis.

Does that not show a Government in Permanent Crisis over the unfair council tax?

To many of us, the Post Office seems almost to have been scratching around looking for additional roles and not being very successful at finding them, not least because of the Permanent Crisis at the top of Royal Mail as a result of the industrial relations problems over many years.

As we have recently been hearing from various retired service chiefs and former Defence Ministers at the Chilcot inquiry-and just this morning, Sir Kevin Tebbit spoke of a Permanent Crisis budget at the MoD because of the Chancellor's cutting of defence expenditure six months after the invasion of Iraq-the "constraints" to which the Green Paper refers are not all externally driven.

Today the former permanent secretary, Sir Kevin Tebbit, talked about having to operate a Permanent Crisis budget.

That is also why it is important that the House debates the precise measures proposed as part of a Permanent Crisis resolution mechanism.

Under the present discussions about the Permanent Crisis resolution mechanism, the draft conclusions of the European Council state: "Member States whose currency is not the euro will be associated to this work".

The agreement on a Permanent Crisis mechanism for the eurozone after 2013 does not address the challenges that Europe's economy faces at the moment.

My right hon. Friend the Prime Minister has made it clear that the proposal on the table for a narrow treaty change under the simplified revision procedure to establish a Permanent Crisis resolution mechanism for the eurozone countries would, under the 2008 legislation, require simply a resolution in both Houses for it to be ratified by the United Kingdom, but, once this Bill comes into force, primary legislation will be required for that ratification.

Let me be clear that the eurozone countries are correct in agreeing a Permanent Crisis mechanism.

In addition to these six proposals, we considered the Council's proposals for a Permanent Crisis resolution mechanism for euro area member states.

If that were to happen, the Government would act to protect the UK's national interest, as we did last December when leaders agreed to amend the treaty to allow the creation of the new, Permanent Crisis resolution mechanism.

Ambulances are taking longer to arrive, as we heard at Health questions earlier, A&E remains in Permanent Crisis mode, mental health services are in crisis, social care is being cut, NHS services are being privatised, and the bill for agency staff has left the NHS in the grip of private agencies.

The Central African Republic, as my noble friend Lady Kinnock said, is a failed state in Permanent Crisis and has been unstable since its independence from France in 1960.

However, we seem to exist in an atmosphere of Permanent Crisis about the future of the BBC, from the Government and from parts of the media, as if it were a patient etherized across the sky, in constant need of attention and operations from higher forces that are dive-bombing it again and again.
