As far as I understand the right hon. Gentleman's point, it is that when you come to liquidation - that is a Post Crisis operation; you are not likely to have to liquidate in the middle of a crisis - you cannot do it more or less at your leisure and consider the interests and threats to various people which in a moment of crisis you wouldhave no hesitation in ignoring.
