He could only again say, in conclusion, that he could not in fairness attempt to fix upon the Government the responsibility of tilling or sowing the land in Ireland: he could only hope that the relief committees might be able to stimulate the people to the cultivation of the soil, and to adopt such means as might best help them through the Present Calamitous Crisis.
