Friend the Member for Plymouth, Devonport (Dr. Owen) was Foreign Secretary he would have been in gross dereliction of his duty if he had not had discussions with the South African Government to try to achieve a settlement of the UDI problem in Rhodesia and the Namibian Crisis which existed then.
