The relationship between the director-general and the chairman of the Trust is more akin to the relationship between the chief executive of a company and the chairman of the company, but the chairman of the trust behaved, certainly through the Savile Crisis and its aftermath, like the chairman of the board of the BBC, a member of the organisation.
