But I do not think that I can, in a ten minute speech, convert the House to the view that trades unionism in the Army is necessary and, therefore, I am driven to try the next alternative, which is, that we should have a permanent commission which could deal from day to day with grievances as they arose, instead of allowing them to accumulate and then have a Spring Cleaning and a Political Crisis every two years over Army pay.
