In that Crisis of the Great Struggle between Charles I. and the Parliament, when every possible expedient was resorted to for the purpose of protecting the privilege of freedom of speech, two Resolutions prohibiting publication were passed, which had for their object to prevent what was said by Members from coming to the knowledge of the Crown.

In other words, my attitude towards Conscription was this: I found that England wanted men, that a great Crisis in the Struggle had arrived, and I did think it was an occasion when my countrymen might reconsider the whole position and make terms upon which to agree to Conscription.

Why, again, during the war and at every Crisis of the Struggle, were we told that this was a war to end war, on the strength of which ideal thousands laid down their lives?
