It may be said, that there was a period of the contest, when the French having been driven from Madrid, and forced to take refuge in the neighbourhood of the Pyrenees, a British force, sent there at That Particular Crisis, might have driven the French beyond the Pyrenees, and placed in the hands of the Spaniards the keys of their country, which they might then have been enabled to defend under infinitely more advantageous circumstances than they had since been placed in.

Sugar is produced in a multitude of countries, it is sent to a multitude of markets; and the consequence is, that if at a particular time the supply be diminished, an alteration in our law, made at That Particular Crisis, is likely to have the effect of attracting to the markets of this country a large quantity of sugar which would otherwise find its way to other countries, and consequently of mitigating any inconvenience we might feel from scarcity.

No doubt all the information was contained in the Blue Books; but Blue Books were not generally 1293 read by the public, and he thought a little information from the right hon. Gentleman in the House would be very valuable at That Particular Crisis.
