Now those who have been responsible for forcing this issue at This Great Crisis—The Greatest Crisis that ever this House has had to deal with—cannot, in my opinion, exempt themselves from the view and from the consideration that they have been seriously lacking in that beautiful quality, the sense of proportion, which should be exhibited by statesmen, even far more, I think, than by the ordinary Member.
