Given that both sides in the conflict are increasingly steeped in blood, and that many players on both sides are guilty of war crimes, does my right hon. Friend agree that we might need to be flexible on the question of retribution for such crimes if we are to deliver a settlement that will take Syria out of This Wretched Crisis?
