The staff work was most inefficient at times of Utmost Crisis, and the work of the Army throughout was seriously hampered.

He has been markedly successful, and we all congratulate him, in his effort to effect the evolution of a genuinely democratic Germany, but in regard to that democratic Germany we stand today at a point of the Utmost Crisis.
